ELearning Tier Type Targets

Six types of eLearning sit on a single spectrum. Two are simple elements—the electronic page turner and the how-to learning aide—that digitize existing content for reference. Four are interactive: activities put knowledge into motion, practice repeats it to fluency, scenarios force judgment under realistic conditions, and simulations demand performance inside a working system. As fidelity rises, so do development cost and the cognitive level the learner is required to operate at. Matching the type to the performance risk—not to the budget available—is what separates effective ISD from cookie-cutter output.

Simple ELearning Elements

Electronic Page Turner

Bloom's: Remember · Cost: Minimal

The simplest eLearning element: digitized content the learner clicks through in a straight line, with no interaction beyond next and back. Recall is the foundation every higher thinking level is built on, and a page turner serves that base level honestly—it distributes and confirms exposure. Most corporate output of this kind is text and static graphics, produced by first digitizing existing material. There is nothing wrong with the method itself; the error is deploying a full team of professionals and hours of meetings, plus a robust tool such as Articulate or Captivate, just to reproduce an electronic or PDF course from a printed original. That is severe overkill, and it is a leading reason so many eTraining projects under-perform.

Bloom's: RememberThe base of the cognitive domain — recalling facts and recognizing information. Recall is the foundation every higher thinking level is built on.

How-To Learning Aide

Bloom's: Understand · Cost: Minimal

Step-by-step job aids delivered as PowerPoint or PDF. This is not a course—it is a performance support tool the learner keeps at hand while doing the task. Comprehension means explaining ideas and following meaning rather than merely recalling it, which is exactly what a well-built aide supports at the moment of need. Seventy to eighty percent of corporate industry uses MS Word and PowerPoint as the eTraining development tool of choice, and for this purpose that is the correct selection, not a compromise. Aides are cheap to build and easy to update, which makes them the right answer whenever the goal is guidance during performance rather than formal training.

Bloom's: UnderstandComprehension — explaining ideas and following meaning, not just recalling it. Understanding turns stored information into usable meaning.

Activities

Bloom's: Apply · Cost: Low

Activities are the entry point of true interactivity—drag-and-drop sorting, matching, labeling, hotspot reveals, and sequencing exercises. Their purpose is to break passive reading and force the learner to do something with the content rather than scroll past it. Bloom placed Apply above comprehension because doing, not reading, is where learning begins to transfer. Activities are inexpensive: the built-in interactions in Captivate, Articulate 360, and Lectora handle them without custom development, which makes them the natural vehicle for micro-learning knowledge bites and for breaking up long modules. Their limit is depth—an activity confirms recognition and basic application, but it does not build the fluency or judgment that on-the-job performance demands.

Bloom's: ApplyUsing knowledge in a new situation. Bloom placed application above comprehension because doing, not reading, is where learning starts to transfer.

Practice Exercises

Bloom's: Apply (sustained) · Cost: Moderate

Practice adds structure and consequence to application. The learner attempts a task, receives immediate error/solution feedback, and repeats until fluent. This is where the quality of feedback determines the quality of the outcome: from question phrasing to quiz response, every answer—right or wrong—is another opportunity to educate, providing the explanation and the consequence of the choice vs. a simple "wrong" or "right" response. That end-of-practice event strengthens neural pathways, making the application of new knowledge likely to influence behavior in real-world situations. In Bloom's terms, repeated application with feedback is what makes the Apply level durable—it moves the learner from knowing the steps to performing them reliably. Effective practice exercises are what lead to mastery.

Scenarios

Bloom's: Analyze / Evaluate · Cost: High

Scenarios introduce context and consequence. Instead of asking which answer is correct, the learner faces a realistic situation—an electrical hazard, an upset customer, a compliance dilemma—and makes decisions at branch points, each routing to a different outcome. This is where goal-based narration earns its keep: complex training can incorporate narratives, and a story arc gives decisions emotional weight, which is what makes them memorable. Bloom's higher-order levels apply directly here—breaking a situation into parts and judging between options reveals whether true understanding exists, in a way recall never can. Development cost climbs sharply because branching multiplies the storyboard; a Quad 4 storyboard becomes essential to track every path, maintain content continuity, and prevent content drift during the ADDIE Development Phase.

Simulations

Bloom's: Evaluate / Create · Cost: Highest

Simulations are the highest fidelity type: the learner operates a functioning model of the real system. Software simulations click through an actual application; equipment simulations model machinery such as a fuel injector; process simulations track state across a full procedure. Their defining value is safe failure—practicing a lockout sequence, a system shutdown, or an emergency procedure with zero real-world risk. This is the summit of the cognitive domain: judging outcomes and producing original responses inside a working system demands performance, not recognition. Authoring tools alone cannot reach this tier. For real-world animations, complexity, scenarios, custom interactivity and functionality you need specialized apps—Blender 3D, Illustrator, GIMP—along with others that have back-encoding features such as Adobe Animate and Godot, and frequently SCORM variables or database integration to track learner state.

Bloom's: Evaluate / CreateThe summit of the cognitive domain — judging outcomes and producing original responses inside a working system. Bloom's highest levels demand performance, not recognition.

  • Examples — software click-through sims, equipment operation models, process & system sims, 3D technical animations

  • Best for — safety-critical procedures, high-cost error prevention, complex system mastery

Bloom's Cognitive Domain – Alignment

Objectives should be created based on the proper Domain, and also remain confined to the proper learning level. Mapped against Bloom's cognitive domain, the six types form a clean progression—which is why the type selected is never a cosmetic decision. It determines the highest cognitive level the course can reach.

Awareness-level courses are properly abstracted from the first two levels—Remembering and Explaining—which is why a page turner or how-to aide is often the correct and sufficient selection. The failure is not using a simple element; it is using an expensive team and tool to produce one, or conversely deploying an awareness-level page turner where the job demands judgment and safe failure.


Selecting the Correct Type

Match the type to the performance risk, not to the budget available. Reference material and infrequent procedures are well served by a page turner or a how-to aide at minimal cost. Compliance awareness rarely justifies simulation expense—activities and well-designed practice with educational feedback will do. But where a field error is costly or dangerous—electrical work, equipment operation, emergency procedure—scenarios and simulations earn their investment, because safe failure and decision rehearsal pay for themselves the first time they prevent an incident. That mapping is also the defense when justifying development cost to stakeholders: the training type follows directly from the financial and safety impact documented in the Problem Solution Report.
