Reading the matrix. The lower-right quadrant is the one most organizations avoid naming out loud — capabilities the business still depends on that are losing relevance. Leaving them unlabeled is how budget stays allocated to work that no longer compounds. The upper-left quadrant is where reskilling investment concentrates; it is almost always underfunded relative to its three-year weight.
Scoring guidance. Score criticality on business dependency, not headcount or effort. A capability held by four people can be mission critical. Use the same scorers for both axes in one sitting — cross-session drift between the two scores is the most common source of a misleading matrix.
